About Us

The Division is staffed with an Assistant Fire Chief who functions as the Citywide Emergency Manager and Regional UASI Grant Administrator; a Deputy Emergency Manager/Executive Assistant to the Fire Chief; a Hazard & Mitigation Disaster Recovery Specialist; a UASI Program Manager; a USAR Program Manager; a Public Information Officer and various support personnel.

The Division is responsible for coordinating disaster preparedness, response, recovery, and mitigation concerns for all City departments. This section creates, updates, and administers the City’s Comprehensive Emergency Management Plan (CEMP), which provides the blueprint for the City’s response to all disasters whether natural or manmade. Every year the City exercises the CEMP by conducting a disaster exercise.

As part of its response duties, this Division is responsible for the activation and management of the City of Miami Emergency Operations Center (EOC). The City EOC is activated to maintain the continuity of municipal services any time a disaster threatens or occurs. The EOC becomes the operational link to both the public and private sector resources that would be required to successfully deal with a catastrophic event.

The Division is composed of four branches, Hazard Mitigation and Disaster Recovery, FEMA Urban Search and Rescue (USAR), Urban Areas Security Initiative (UASI) Grant Administration, and Public Information

The Hazard Mitigation and Disaster Recovery branch is responsible for all-hazards preparedness, mitigation, and recovery. Activities include planning for a wide range of disasters, identifying projects that will mitigate the effects of disasters, and working towards recovery post-disaster.

The FEMA USAR team, known as Florida Task Force 2, has been serving the national and international community since 1991. The team is designed to respond to a variety of disasters, terrorist activities, and hazardous materials releases, This nationally and internationally recognized group can be on its way within 3 1/2 hours from being activated with 80 highly trained members including canine teams, doctors, paramedics, structural engineers as well as search and rescue personnel carrying specialized tools and equipment to a community or nation in need.

The Department of Homeland Security designed the UASI program to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training and exercise needs in high density urban areas. The City of Miami administers the UASI grant for the region comprising of Miami-Dade, Broward, Palm Beach and Monroe counties.

The Office of Public Relations is responsible for effectively communicating Fire, EMS, Public Education and Emergency Management information to the City of Miami residents, visitors, business organizations, the media and local governments in a timely, accurate and consistent manner. Keeping the internal and external audience informed on issues that may affect them is a critical component. Through news releases, public service announcements and radio and television interviews, the Public Relations Office ensures that the latest information is released to the appropriate target audience. These include community outreach initiatives, brochures, the annual report and Fire and Life Safety Programs.

The Public Information branch is responsible for responding to media and public requests for information, as well as any public education requests for Fire & Life Safety Education information and presentations.
